Default Paint for use on body

I'm making a costume which is going to be very sinister, to add an extra touch to it, I wanted to use glow-paint to make figures on my arms and legs so I look evil.
[It's for a Dutch festival called the Elf fantasy fair. Didn't know what other topic to put it in]

Is there a way to do this, if there is what kind of powder/paint should I buy?

Rian, I would suggest mixing the V10 powder with white base makeup. Others have done this with good success.
